This is a good alternative to the other space-faring games and has great in-game music, too.

Exploration and combat are the highlights, but a competent civ-like is attached, and you can automate whole sections of Age of Wonders 4 if you want to focus purely on the tactical battles or city building. The game does a good job of keeping all the complexity more-or-less parsable, thanks to clearly communicated unit types, and a tidy UI that makes good use of nested tooltips. This gives access to a playable Rebel faction that originally starts in the northern-west part of the map in the town of Tara and begins with a hefty debt.

They can do so by having early access to cavalry units to quickly sack territories before heading back to their bases. These are some of the hardest choices players would have to make in BioWare RPGs. I was vaguely hoping for a transformative gimmick of some kind, but it sounds like the strategy aspect of Menace is rather by the numbers.
